The film builds to a confrontation with the serial predator Kang Ki-jung. After Kang cripples Sun-min and kills another officer, the police struggle to catch him. Jung-do, realizing the law's limitations, teams up with his gamer friends to track Kang using drones and hacking.
In the final showdown, Jung-do confronts Kang in a brutal fight. Jung-do abandons the "sport" aspect of martial arts and fights for survival and justice, eventually subduing Kang. The film ends with Jung-do receiving a commendation (from the President, played by Ji Jin-hee) but choosing to stay in the profession. The final shot shows him with dyed black hair, working alongside a recovered Sun-min, signifying his permanent transition from a carefree boy to a guardian of society.
Alternative Interpretations
While ostensibly a clear-cut "good vs. evil" story, the film can be interpreted as a critique of the state's monopoly on violence. Jung-do is effective not because he follows protocol, but because he is a "citizen hero" who initially operates on instinct. Some critics view the film's second half, where Jung-do and his gamer friends essentially act as vigilantes to capture the villain, as a cynical admission that the formal police force is too bureaucratic and slow to protect children effectively.
