The film opens with a racetrack robbery where Parker's getaway driver Zen betrays the crew, killing Parker's partner Philly and leaving Parker critically wounded. Surviving after falling into a river, Parker promises Philly’s widow Grace that he will settle the score.
With help from actor-thief Alan Grofield, Parker corners Zen, who explains she betrayed the team because corrupt dictator President De La Paz and Lozini's mob syndicate (The Outfit) are colluding to steal a $1 billion UN shipwreck relic. Zen's freedom fighters need the funds to back a revolution. Parker agrees to plan the heist in exchange for his original cut.
Parker, Grofield, Zen, and art specialists Ed and Brenda Mackey infiltrate the UN gala. When the Outfit arrives for their own parallel heist, a violent shootout erupts. Parker outmaneuvers the mob syndicate, allowing Zen to fund her resistance and Grofield to rescue his theater.
In the resolution, Parker ensures Philly's widow receives her share. Refusing celebration, Parker collects his exact cut in cash and disappears into the cold night as a ghost professional.
