The film's plot begins in Vietnam, where Choi Yong-gi (son of wealthy Seoul loan shark Chairman Choi Choon-baek) is kidnapped and executed by Kang Hae-sang. Terrified of Kang, his accomplice surrenders at the Korean consulate, drawing Detective Ma Seok-do and Captain Jeon into the case.
After Ma uncovers Kang's butchering hideout, Chairman Choi hires private mercenaries to kill Kang in Vietnam. Kang slaughters the mercenaries, realizes who sent them, and illegally enters South Korea to extort Chairman Choi directly.
In Seoul, Kang kidnaps Chairman Choi. Choi’s wife collaborates with Detective Ma, using fake ransom money in a police trap. Unwittingly dragged into the operation as a driver, Jang Yi-soo flees with the ransom bag during a frantic chase, but Kang tracks down part of the money and attempts to flee the country.
The Ending: Ma Seok-do anticipates Kang's escape route and intercepts his bus inside an underground tunnel. In a claustrophobic fight inside the vehicle, Ma brutally breaks Kang's arms and legs with massive blows, leaving him shattered for arrest. The underlying meaning of the ending clarifies that no matter how far a predator runs, Detective Ma’s overwhelming force is an inescapable dead end for evil.
