The film steadily escalates from standard vigilante fare into extreme, unapologetic mass violence. Initially targeting street-level attackers, Sanders' mission eventually leads him to execute a corrupt judge (Judge Reinhold), signaling his pivot from fighting crime to fighting the state itself.
In the film's bleak and highly controversial climax, Sanders does not face a triumphant shootout with the main villain. Instead, he invades a home and executes an entire Muslim family in cold blood. When Interpol arrives at the scene, Sanders has booby-trapped the area with explosives, successfully maiming the leadership of the police force.
The final, chilling twist reveals that Sanders never intended to escape. After the massacre, he calmly sits and surfs the internet on his phone, waiting for more authorities to arrive. He recognizes that his death or capture is the final step in his plan: he wants to be martyred to inspire a continent-wide insurrection against the establishment.
