The narrative kicks off in Osaka, Japan, where a Yakuza member undergoes finger-cutting penance and is reassigned to monitor covert operations in the United States. In Normal, Minnesota, Sheriff Ulysses Richardson arrives after the previous sheriff, Gunderson, supposedly froze to death. Ulysses spots discrepancies on Gunderson's death certificate but deliberately chooses not to dig deeper, wishing to avoid drama.
The turning point occurs when two inept drifters, Lori (Reena Jolly) and Keith (Brendan Fletcher), attempt to rob the town bank. When they demand access to the vault, the town deputies receive direct orders to kill everyone inside—including Ulysses. Ulysses discovers that the vault is an illicit offshore depository filled with millions in syndicate cash, gold, and military weaponry managed through Mayor Kibner.

Ulysses helps the surviving robber Lori escape in a snowplow. He and Alex then rig the bank vault with explosives, forcing Mayor Kibner and the remaining townsfolk to stage the scene as accidental storm damage (crashing a car into the bank facade) to satisfy the incoming Yakuza inspection team and prevent a massacre.
When the Japanese syndicate team arrives, they inspect the staged site and are appeased. A tense celebratory dinner is held at the local restaurant. However, in a stroke of dark farce, a loaded shotgun mounted on the rustic wall vibrates loose and accidentally discharges, killing the Yakuza commander. This sparks an immediate, bloody free-for-all shootout where almost everyone—including the mayor and the mobsters—is wiped out.
In the aftermath, Ulysses and Alex pack their bags and head down to rural Texas, where Ulysses takes on another substitute sheriff post with Alex as his deputy, leaving Normal's sole surviving deputy to assume the empty badge back home.
