The Roundup: Punishment (2024), directed by stunt-coordinator-turned-director Heo Myeong-haeng, marks the fourth installment in South Korea's premier crime-action blockbuster franchise starring Don Lee (Ma Dong-seok) as the formidable "Monster Cop" Detective Ma Seok-do. Set in 2018, the narrative opens with Detective Ma and the Seoul Metropolitan Police Investigation Team busting a local drug trafficking ring that uses a mobile delivery application. The investigation turns personal and tragic when they discover that the app's developer, a young Korean IT programmer named Cho Sung-jae, was abducted, exploited, and murdered in the Philippines. Moved by the tragic suicide of the young victim's grieving mother, Ma vows to bring those responsible to justice.
As Ma digs deeper, he uncovers a massive international syndicate operating "Emperor Casino," an illegal online gambling network headquartered in the Philippines. The operation is run by two lethal masterminds: Baek Chang-gi (Kim Moo-yul), a cold, ruthless former special forces mercenary who brutally eliminates rival sites and executes anyone in his path, and Chang Dong-cheol (Lee Dong-hwi), a greedy IT mogul planning a massive cryptocurrency initial coin offering (ICO) to launder their blood money. Realizing that his physical strength alone cannot dismantle virtual cloud servers and encrypted domain networks, Detective Ma forms a unique joint task force with the Seoul Police Cyber Investigation Division and reluctantly recruits his old, gullible informant—former gangster Jang Yi-soo (Park Ji-hwan).
